Koi to Senkyo to Chocolate follows the protagonist Yuuki Oojima, who attends Private Takafuji Academy, a large school with over 6,000 students. Yuuki is a member of the food research club, along with seven others, including his childhood friend Chisato Sumiyoshi. The members leisurely spend their time in the club not doing much activities. When the election of the next student council president comes up, the front runner Satsuki Shinonome proposes that clubs that have no merit should be sorted out and abolished. The food research club seeks advice from the current student council president Yakumo Mori, who suggests Yuuki run in the election as an opposing candidate. Yuuki learns about the issues facing the school and decides to run in the election.

Yuuki Oojima
Yuuki is the protagonist and is a second-year student at Takafuji Academy, who lives in an apartment with his mother. His father died when he was a child. He is a member of Shokken

Chisato Sumiyoshi
Yuuki's childhood friend and the founder of the Food Research Club. She has an impressive record of being in the same class as Yuuki since grade school. Due to an unknown incident, Chisato hates chocolate. Chisato is shown as a tsundere who harbours feelings for Yuuki from the beginning of the story.

Isara Aomi
Isara is a first year who is a special student (a.k.a. gifted student) It is revealed that her family (which consists of her, her two little brothers and her mother) is poor, forcing her to work part time at a fast food restaurant. Because of this, she is constantly being bullied; however, she always manages to keep a smile on her face.

Michiru Morishita
Michiru is a first-year student and Isara's classmate. She is a newcomer who joined Shokken just before the student council election. She lives in the student dormitory because her home is far from Takafuji Academy.

Mifuyu Kiba
Best friend of Chisato. Due to her frail health, she was hospitalized for a long time and thus had to repeat a year. She grew a complex due to that but was overcome with the help of Chisato and Yuki.

Satsuki Shinonome
Satsuki is a second-year student. She is in the student council and is the head of the financial affairs department. She is a wise girl and is a strong candidate in the student council president election. Her family manages a wagashi shop. She goes to school by bicycle.
